VISN 1 Governance Survey

OBJECTIVES: The VISN 1 Governance Committee asked the Management Decision and Research Center (MDRC) to survey members of the Executive Leadership Council (ELC) and local facility leaders who are not members of the ELC about their perceptions of the Network governance and organization.
METHODS: The MDRC drafted a survey to assess perceptions of leadership, communication, organization, and strategy. The survey had two versions: one for members of the ELC and one for local leaders who are not members of the ELC but who are affected by and are responsible for implementing the decisions and policies of the ELC. Non-ELC facility leaders included the Chiefs of Staff, Nurse Executives, local service line managers, Chief Information Officers, and Labor Management Council among others. The survey had two parts: ratings of agreement using a Likert scale and an open-ended comment section. By design, a substantial number of items were the same in both versions so that perceptions could be compared; some items were unique to each version to reflect the different roles and perspectives of ELC members and local leaders. The survey was distributed by e-mail. Twenty-five (71%) ELC members and 27 (19%) non-ELC members completed the survey.
FINDINGS AND CONCLUSIONS: The survey identified areas of strengths and weakness in ELC operations and Network leadership. Three areas were identified for further attention: strategic direction, strategic deployment and ELC meeting processes.
IMPACT: The Governance Committee of the ELC used the survey results as the basis for planning improvements in ELC and Network governance and operations.
